Country Flags and Capitals is an Apple watchOS app which can be run on an Apple Watch without requiring an iPhone app.
The app displays almost all countries in the world in a table, showing the country name and flag.
Scroll to the country you are interested in via the screen or crown, then tap the country to show a bigger version of the flag and to see the capital city.
